LOS ANGELES : Ballot Plan Would Make It Easier to Fire City Officials

The Los Angeles City Council Tuesday approved a measure for the June 8 ballot that, if approved by voters, would remove Civil Service protection from about 30 top city administrators who now can only be removed after a cumbersome series of hearings.
Council members have said that the need for such a change became evident during the struggle to remove former police chief Daryl F. Gates from his post. They also contend that the change would improve the performances of the administrators, whose fates would be more tightly controlled by elected officials.
