Production Venture Formed: Featureline Films, an independent production company formed by Beacon Group of Cos. in Canada, will arrange financing for pictures produced by I.R.S. Media in Universal City. The aggregate budget for the films is more than $25 million. Beacon is one of Canada’s major film investment firms.
