Thomas G. Ostensen has been appointed senior vice president of Birtcher Construction Ltd., a Laguna Niguel general contracting and construction management company. He joined the company in 1989 as vice president, operations. Ostensen, a 24-year veteran of the construction industry, has also been a vice president with Hedley Builders Inc., Williams & Burrows and Equidon Contractors. In addition, Kurt Whaley, chief estimator, has been selected as a vice president. Before joining Birtcher, Whaley was with J. A. Jones Construction in Denver.
