TIME RUN OUT? Newport Beach Councilman Phil Sansone erupted in anger Monday at city plans to build a clock tower atop the new Balboa Island fire station. “Now, that’s kind of ridiculous; how much is that going to cost us?” he demanded. . . . But he may be too late. The tower’s cost is already built into the $1-million-plus price tag for the fire station, officials say, and it could be more expensive to redesign it.
