Frieda (Chris) Richardson, 69, former councilwoman and city clerk for Covina. An activist volunteer in social service agencies for three decades, Mrs. Richardson served as clerk of the San Gabriel Valley city for 27 years. She retired in 1990 to spend more time with her family, but later that year ran for the City Council and was elected. She served as mayor pro tem. Last week, she and the four other members of the council were recalled in a special election. The recall effort was launched last year when the council imposed a 6% tax on utility bills to help deal with the city’s $2.3-million budget deficit. On Tuesday in Covina of cancer.
