Mortgage Rates Inch Up: Interest rates on 30-year, fixed-rate mortgages rose slightly this week from a record low the previous week, the Federal Home Loan Mortgage Corp. said in Washington. The latest average, 7.20%, was up from 7.16% a week earlier. Last week’s record was the lowest since the corporation began calculating a weekly average in April, 1971.
