3 Operators Denied Elderly Care Licenses : Nursing homes: The allegations by the state include moving patients to other facilities without advising families, crowding and disrepair of facilities.

State officials announced Tuesday that they revoked or denied the licenses of three residential care operators in Orange County for providing inadequate care to their elderly clients and violating numerous regulations over several years.

“We’re dealing with human beings and how their lives are being finished out,” said Liz Brady, spokeswoman for the state Department of Social Services, which regulates the facilities.

Named in the revocations were:

* Carmelita Manaois, operator of the Mary Grace Manor, 732 N. Lemon St. Anaheim, and Skylark Guest Home, 9461 Skylark Blvd., Garden Grove. State licensing authorities charged Manaois for numerous violations between 1989 and 1992. They included moving residents out of the Mary Grace Manor to another facility without their permission or the permission of their families, operating the facility at over-capacity, failing to report to authorities when residents were injured or hospitalized, and taking in residents who needed medical care for which the facility was not licensed.

* Corazon Lacanlale, operator of Huntington Beach Elderly Care Home, 16041 Fantasie Lane, Huntington Beach; Cora’s Board and Care, 13931 Heidi St., Garden Grove; and an unnamed facility at 5561 Placer St. in Westminster. Lacanlale’s license was revoked for violations from 1988 to early 1993 that included caring for non-ambulatory clients, moving clients to other facilities without adequate notification of their families, and operating a home in disrepair.

* Fides and Eleuterio Hermano, operators of Laguna Hills Garden Home, 25292 De Salle St., Laguna Hills. Authorities revoked the Hermanos’ license for violations in 1992 and 1993 that included accepting clients with bedsores and other medical problems and using restraints on clients, none of which are allowed.

The revocations were signed in recent months by Lawrence B. Bolton, deputy director of Social Services, after the three operators failed to defend themselves against the charges.

John Grant, licensing supervisor for social services in Orange County, said authorities have been unable to locate Lacanlale and Manaois. The Hermanos, who live in Irvine, could not be reached for comment.

Grant said there are 440 privately operated residential care facilities for the elderly in the county. Residential care facilities are basically board-and-care homes for residents not requiring medical care, Grant said.
