Foley Says Democrats Won’t Push NAFTA Approval: A divided House leadership will allow Democrats to vote according to their own views and the needs of their region, Speaker of the House Tom Foley (D-Wash.) said Sunday on NBC’s “Meet the Press.” Saying that “a significant majority” of House Democrats were “probably against it or at least tending against it,” Foley said he could not predict the outcome of voting on the proposed North American Free Trade Agreement, which has been endorsed by the Clinton Administration and many Republicans but is opposed by labor, environmental and agricultural interests.
