Volume Discount for Small Parcels Recommended: Businesses mailing 300 or more small packages at a time could get discounts of 3 to 32 cents under a recommendation from the independent Postal Rate Commission. The U.S. Postal Service, which had asked for a new class of mail for such parcels, can implement the discount or ask for reconsideration. The discounts would apply to shipments of 300 or more parcels each weighing between 1 and 5 pounds and measuring less than a third of a cubic foot.
