Consent Decree Ends Federal Investigation: Richard Carl Huitt, 41, who investigators say bilked 125 investors out of $11 million, has signed an agreement prohibiting him from future violations of securities laws. Without admitting guilt, Huitt, already sentenced to eight years in prison after pleading guilty to fraud charges, agreed to the consent decree, thus ending an investigation started last year by the federal Securities and Exchange Commission.
