. . . U.S. District Judge William P. Gray ordered county officials to answer 10 questions from the American Civil Liberties Union concerning inmate rights at the Orange County Jail.
Attorneys said Gray exceeded his authority on issues ranging from haircut policies to law library access. Said Gray: “These are not top-secret matters.”
