Speedy Disbursement: The Small Business Administration is now using computer technology in cooperation with the Treasury Department to transfer disaster-relief funds electronically to bank accounts of disaster victims who qualify. For Los Angeles, that means that the remaining $1.2 billion of $4 billion in aid for Northridge earthquake victims will be disbursed more quickly than by mail.
