City Council Due to Vote on Development

The City Council is expected to consider Tuesday whether to sign an agreement with a developer to build a huge entertainment, retail and office complex just east of the Civic Arts Plaza.
The council was scheduled to consider the so-called private side of the Civic Arts Plaza at its Dec. 17 meeting, but the public hearing was postponed because one of the consultants on the project died.
The development would include a 90,000-square-foot, two-story movie and virtual-reality center, as well as restaurants, offices, specialty shops, a small park and a multilevel parking structure. The complex would be built on an 11.5-acre parcel owned by the city.
Mayor Judy Lazar said the overall concept of the project was good. But if the project is approved, Kilroy Industries, the project’s developer, will be held to high standards as the specifics of the complex are finalized, she added.
