Sara C. Stivelman, 74, former president of the Los Angeles Department of Water and Power Commission. A Los Angeles native who graduated summa cum laude in political science from UC Berkeley, Stivelman worked as a government and utility liaison resolving problems for businesses and developers. For 13 years, she was vice chairwoman of Los Angeles County’s Quality and Productivity Commission. Stivelman was a community leader throughout her life and had served as a manager, member and consultant of the Holmby-Westwood Property Owners Assn. and was a founder of the Westwood Community Planning Council.
