21-Acre Annexation on Tonight’s Agenda

The City Council could decide tonight to annex 21 acres of unincorporated property southeast of the city.
Once considered a potential location for a Home Depot hardware supply store, the site is near a residential neighborhood at Paseo de Colinas and Camino Capistrano.
One problem with the location is poor access, City Manager Tim Casey said. The area is surrounded by railroad tracks, a residential neighborhood and a church. In addition, the uneven terrain means only 10 acres are suitable for buildings.
Casey said the original landowner received an advance payment from Home Depot on the property. When the hardware chain decided not to build there, the advance was considered a loan.
When the property owner defaulted on the loan, Home Depot took over the site, he said.
The annexation was approved this month by the county Local Agency Formation Commission.
