River Needs Flood Channel Cleaning

The article on El Nino was very informative while at the same time disturbing for those of us who live in the flood plain of the “flood-prone Santa Clara River.”
As anyone who drives over the Santa Clara River by way of Harbor Boulevard or Victoria Avenue can plainly see, there has been none of the “flood channel cleaning” that is going on in other areas.
If the capacity of the Santa Clara River was originally designed for a 100-year flood, it would appear it is now down to a capacity to handle a 20-year flood.
