City to Survey Homes to Enforce Fence, Wall Limits

VILLA PARK — Some homeowners may have to tear down their frontyard and sideyard walls or fences if the city finds the barriers violate a 42-inch height limit.
The City Council has voted to begin surveying homes this month and enforce any violations.
The height limit has been regulated since 1967, but building permits were not required for walls or fences until 1991. As a result, some walls and fences built before 1991 are higher than the 3 1/2-foot limit.
City Manager Fred Maley said recent complaints about the issue prompted staff members to propose the enforcement effort. Code enforcement officials also will be looking for homes that lack frontyard landscaping, which is required under a 1995 zoning code section, Maley said.
The city estimates there are about 40 homes that may have violations. The council will revisit the issue at its next meeting.
