The City Council will consider a proposal tonight to rename a park in honor of former Recreation and Human Services Director Philip James Soto. The Recreation and Parks Commission voted unanimously March 8 that Parque del Arroyo Verde be renamed after Soto, who retired as human services director in October. Soto worked in a variety of city positions for more than 28 years. He was instrumental in the redesign and upgrade of McFadden Park and the design and construction of Placentia Champions Sports Complex, city officials said.
