Arco to Pay for Problems at Refinery

CARSON — Arco has agreed to give the city of Carson $92,750 and pay a civil penalty of $31,990 for violating the federal Clean Air Act at its Carson refinery.
The violations involved excess emissions of sulfur dioxide and failing to institute proper air pollution control practices, the U.S. Environmental Protection Agency announced Thursday.
Under the settlement, the city will use the $92,750 to buy clean-fuel vehicles.
“The EPA encourages creative projects to settle violations--projects which invest directly into the affected community, helping to improve public health,” said Dave Howekamp, a regional EPA director.
Carson will use the money to buy an electric vehicle, a charging station for it and two compressed natural gas passenger vans. The vehicles will be used by city employees on official business and will replace three gasoline-powered vehicles.
Arco had excess emissions of sulfur dioxide between April 1997 and January 1998 caused by maintenance problems with the plant’s sulfur removal process, EPA officials said.
