The way the school district decides how to spend its money should be revamped so the budget process is clearer to the community and better reflects the district’s educational goals, the school district’s budget committee said Tuesday. Mark Schultheis, chairman of the school district’s budget advisory committee, took the unusual step of asking board members to “restructure” the process, saying parents and community members who advise the school board on budget issues have difficulty understanding how the budget works.
