* U.S. trade officials accused the Japanese government of failing to fulfill commitments to open Japan’s photographic film market to foreign companies. In its second semiannual monitoring report, the U.S. said Japan had made some progress in providing greater access to Kodak and other foreign companies, but said numerous barriers remain. The report said U.S. officials continue to receive reports that Fuji distributors have halted or disrupted deliveries to retailers who promote competing film brands.
