Despite a recent decision to curb the number of cabs allowed to serve the city, council members Tuesday rejected an emergency proposal to impose a 45-day moratorium on new taxicab permits. Supporters had requested a moratorium until the recently formed Taxi Task Force Committee could study whether Anaheim needs more taxicabs for tourists, conventioneers and residents. But Mayor Tom Daly and Councilman Frank Feldhaus opposed the measure, saying the moratorium is bad for business. Emergency measures require at least four votes to pass.
