The Orange County Directors of Volunteer in Agencies will hold a luncheon celebration to honor outstanding volunteers and staff. Mona Ruiz, a Santa Ana police officer and author of “Two Badges,” will be the keynote speaker at today’s event, running from 11:30 a.m. to 1:30 p.m. at the Turnip Rose restaurant, 300 S.
