City Manager Robert C. Dominguez is proposing a budget for the fiscal year beginning July 1 that includes $170,000 for a new program to replace hazardous trees citywide over the next seven years. The $7-million spending plan--up nearly 3% from the current year--also includes $200,000 for special legal expenses, including lawsuits against Seal Beach over a proposed commercial project and another against the Los Alamitos Unified School District over the expansion of the Orange County High School of the Arts.
