The City Council will vote on the proposed $25.2-million budget for fiscal year 1999-2000 at a public hearing Tuesday. The budget shows a $304,027 decrease from last year’s expenditures, but there are no significant changes, city officials said. One cost-saving element is that there are no salary increases for city employees; last year, city employees received a 3.5% raise. The proposed budget does include $300,000 for the long-term Orangethorpe Avenue Railroad Corridor Lowering Project, expected to cost more than $200 million over several years. The council meets at 7 p.m. in chambers, 401 E. Chapman Ave.
