The City Council on Monday approved a tentative layout for the Bixby Ranch Co.’s 75-house development in northern Seal Beach. The plan was approved on a 3-2 vote after criticism over what appeared to be a change in the plan since the council approved the overall project in November. But the company said the changes, involving locating 13 homes closer to the planned retail center, were simply the result of the council’s own requirements.
