Memorial, Development Seen at Disaster Site

New York City Mayor Michael R. Bloomberg and the head of a commission deciding the future of the World Trade Center site said they foresee a memorial to victims of the Sept. 11 terrorist attacks at the center of a mixed-use redevelopment--but not massive new Twin Towers.
Buildings as tall as the 110-story Trade Center would be untenable and reconstruction along those lines is extremely unlikely, said the new mayor and John Whitehead, chairman of the 11-member Lower Manhattan Redevelopment Corp.
