Suspect in ’88 Murder Arrested in Virginia

A man wanted in connection with a 1988 murder has been arrested in Culpeper, Va., by Huntington Beach police detectives aided by the Virginia State Police.
Carlos Ortega, 34, is awaiting extradition to Orange County in the murder of Luis Rios, who was shot on Jan. 28, 1988, when he returned to his residence and confronted three armed men who had forced their way into his apartment. One of the men, Mario Duran of Los Angeles, was arrested in 1992, convicted and sentenced to life in prison. The third assailant has never been identified.
