Judge Rejects Request to Delay Killer’s Release

A Sonoma County judge has turned down a state request to delay an order freeing a convicted killer after 18 years in prison.
On Friday, Superior Court Judge Elliot Lee Daum ordered Raymond Skinner, 68, released from prison. Skinner was convicted of killing his wife in 1983.
Atty. Gen. Bill Lockyer asked Daum on Monday to delay his order so it could be appealed.
Skinner’s case is one of several in which judges ruled that Gov. Gray Davis exceeded his authority in blocking an inmate’s parole. Each case is on appeal.
