How Presidential Power Is Shifted

* The 25th Amendment sets rules for presidential transfer of power.
* The president can temporarily transfer power to the vice president by notifying the speaker of the House and Senate president pro tem that he “is unable to discharge the duties and the powers of his office.”
* The president can retake power with a similar declaration, subject to challenge by the vice president and Cabinet.
