Rebels Reject President’s Overture

Ivory Coast’s rebels dismissed the government’s offer of a referendum on the constitution as falling far short of the total political change they demand to give up their guns.
Making his biggest concession yet to rebel demands, President Laurent Gbagbo said Tuesday that a referendum on revising the country’s constitution would be held within a year.
Rebels say the constitution discriminates against some largely Muslim northern tribes. They also want Gbagbo to step down and hold new elections.
