State Officials Asked to Lead Water Talks

Gov. Gray Davis on Tuesday asked state officials to lead negotiations among four Southern California water agencies trying to agree on a conservation and transfer deal.
After talks collapsed Dec. 31, the federal government reduced California’s access to surplus Colorado River water. The agencies had promised to reach a binding agreement before 2003.
In a letter to San Diego lawmakers, Davis also said he would instruct a state agency to seek a loan guarantee for the Imperial Irrigation District, which fears it will lose money in the deal.
