Kidnap Victim Elected in Absentia

One of the candidates elected to Congress in Mexico’s midterm elections may not be able to serve: He was kidnapped nearly a month ago.
Mario Zepahua, a resident of the Gulf Coast state of Veracruz and the owner of a passenger bus line there, was abducted June 10 while campaigning for a congressional seat with the Institutional Revolutionary Party, or PRI, state party officials said.
His family received an e-mail demanding a $6-million ransom, PRI spokesman Arturo Reyes said. The law says any lawmaker not present at December’s swearing-in will be replaced.
