If Gov. Gray Davis is recalled, can his successor repeal the law that allows illegal immigrants to obtain driver’s licenses?
No. Because the bill passed both houses of the Legislature and was signed by the governor, it can be repealed only by a new vote in the Legislature or through a ballot initiative.
