From a Times Staff Writer
Three small parks with playgrounds will be created in Los Angeles with a $4-million bequest from Anna Bing Arnold, whose family made its fortune in New York real estate.
Bing died in 2003, and the city had to use the gift by the end of the month on parks in low-income neighborhoods. The parks will be built on land either already owned by the city or to be bought in Panorama City, Filipinotown and South Los Angeles.
