Wal-Mart Stores Inc. withdrew an application to build a 142,000-square-foot store in the Bay Area suburb of Hercules after a city staff report said the proposal conflicted with development plans for the site.

The company applied in December to become the anchor tenant on a 17-acre tract it owns in Hercules, 25 miles northeast of San Francisco.
