Highway fund gets a lifeline

Congress sent President Bush an $8-billion rescue package for the federal highway trust fund to keep it solvent, ensuring that road and bridge projects can continue.
The House passed the bill a day after the Senate did. The highway fund normally is funded by a tax on every gallon of gasoline sold. Its revenue has sagged as gasoline usage has shrunk.
