Panama’s ambassador to Washington was summoned home for urgent consultations in the wake of last week’s Senate vote to cut U.S. aid to that country because of its alleged failure to cooperate in fighting drugs. A Foreign Ministry source said that Ambassador Dominador Kayser Bazan will meet with top officials of his government and remain in Panama indefinitely. The Senate’s 58-31 vote had no practical effect because Congress missed a 30-day time limit for voting on the politically sensitive resolution.
