Reducing Toll of Drunk Drivers

I am writing this letter hoping it will offer some aid in the never-ending problem of drunk driving.
I have heard too many news reports about the senseless acts of drunk drivers. In some of the cases the driver was unaware that he or she was entering a freeway via the off-ramp. This results in confusion for the freeway commuters and inevitably leads to unfortunate accidents.
I believe that the problem with people driving on the wrong side of the freeway is terrifying. Placing tire blowers on the off-ramps of freeways would create damage for people entering the freeway the wrong way and would protect the innocent victims from the careless driver.
Thus the innocent public would not have to suffer a great tragedy due to the thoughtlessness of one person.
