Former Latin Leader Accused of Embezzling

SANTO DOMINGO, Dominican Republic — A judge has accused former President Salvador Jorge Blanco of embezzling millions of dollars in state funds as part of a kickback scheme run with military officers and businessmen.
Judge Francia Concepcion said in an order sent Tuesday to a criminal court that Jorge Blanco conspired with banker Leonel Almonte and businessman Juan Tomas Pena Valentin to embezzle the equivalent of $35 million through the sale of vehicles and equipment to the army and police at triple the normal price.
