Blacks are still not equal participants in the higher education systems of five Southern states, the NAACP Legal Defense and Educational Fund said, urging the Reagan Administration to press for improvements. Julius Chambers, the fund’s director, said that despite some progress in Arkansas, Florida, Georgia, Oklahoma and Virginia, “blacks are little better and often worse off than they were a decade ago.”
