THE NEIGHBORHOOD: Efforts to calm children in the event of war are under way locally (B3) and on public television. . . . KOCE of Huntington Beach says it will air two public service announcements from Fred Rogers, probably Friday. A KOCE spokesman says the station wants to look at the 30-second spots from the creator of Mr. Rogers’ Neighborhood first and isn’t due to receive them until Wednesday.
