LAND OF OZ: Ozzy Osbourne a children’s star? Not here in the States, of course. But in Great Britain, Ozzy has recorded a new song, “The War Song of the Urpneys,” which makes its debut this month on “The Dreamstone,” a popular animated cartoon adventure kiddie series. . . . Brian Wilson has been at work on his second solo album, with help from Bob Dylan and Paula Abdul. Could Paul McCartney be next? . . . Concrete Blonde has landed the opening slot on Sting’s upcoming arena tour, which starts Feb. 26 in Tampa, Fla. . . . Queen’s new album, “Innuendo,” is coming Feb. 5 from Hollywood Records. It contains such new material as “Headlong” (the first single), “Slightly Mad,” “Ride the Wild Wind” and “Delilah,” a song about Freddy Mercury’s cat. . . . And someone please send Rick Dees an alarm clock. It was bad enough that the KIIS-FM morning deejay did a melodramatic “Countdown to War” feature on his morning show Tuesday, ticking off the time before Jan. 15’s 9 a.m. PST deadline. Only one problem--the deadline was 9 p.m.
