World IN BRIEF : WASHINGTON, D.C. : Arms Negotiators to Meet on Treaty

Soviet and U.S. negotiators will make a last-ditch effort to agree on a treaty to reduce stockpiles of long-range nuclear weapons, U.S. officials in Washington said. The Soviets will hold meetings early this week with State Department experts, according to the officials, who spoke on the condition of anonymity. The pact is scheduled to be signed at a Moscow summit next month--provided U.S.-Soviet relations aren’t further strained. Several provisions in the START pact are unsettled, including procedures for monitoring Soviet production of solid rocket fuel and missile assembly plants.
