State Begins Release of Disaster Funds: State officials took the first step in releasing $4 million in state funds to people affected by the December freeze that devastated California crops. The money is left over from a $5-million fund set aside last year for earthquake relief. The transfer was approved by the state Office of Small Business but must clear several hurdles before being disbursed. Estimates of crop losses range up to $900 million. Gov. Pete Wilson has declared a state of emergency in 31 counties.
