Just Repair the Highway Mess

I have been reading about toll roads and how they reduce congestion.
Recently I used Highway 680 in Northern California. On both trips northbound, I was stuck in a traffic jam that started at Walnut Creek and continued to the toll collection booth at Suisun Bay. The distance is about 10 miles.
I can’t say I want to see that kind of traffic jam repeated in Southern California.
