In WASHINGTON, Soviet Foreign Minister Alexander A. Bessmertnykh met with Secretary of State James A. Baker III on the Gulf War and other issues. Tens of thousands of demonstrators gathered in the capital to protest the war, with counterdemonstrators also showing up. SAN FRANCISCO and LOS ANGELES were also sites of major rallies. FBI Director William S. Sessions denied that his agency has infringed on the rights of Arab-Americans by interviewing thousands of them. He said the goal of the interviews is to help guard against terrorism and a possible racial backlash from the war.
