The Sidelines : ’96 Atlanta Games Pact Signed

ATLANTA — After four months of negotiations, an agreement has been reached on the powers of a 30-member committee that will run the 1996 Olympics in Atlanta.
Mayor Maynard Jackson and Atlanta Organizing Committee President Billy Payne signed the agreement Monday at a City Hall ceremony marked by assurances that the principals are on friendly terms.
The duration of the negotiations had given rise to reports that Jackson and Payne were involved in a power struggle over the control of the Games.
“There’s never been a serious argument . . . never hostile, not a single time,” Jackson said.
