Elsinore Valley to Allow New Water Hookups: The Elsinore Valley Municipal Water District has rescinded its controversial moratorium on new water service connections, paving the way for developers to proceed with construction of more than 4,000 apartment units and single-family homes. Officials said heavy March rains significantly reduced the 30% water deficit the district was facing when it imposed the moratorium in February. Developers, however, will pay nearly three times as much to obtain water because of penalties the district incurred when it exceeded its water allocation early this year.
