* Accounting firm Coopers & Lybrand has elected Eugene M. Freedman as chairman to replace Peter R. Scanlon, who was not eligible to seek reelection. Freedman, 59, moves up from deputy chairman for international and professional development and vice chairman for the firm’s Northeast region. He will succeed Scanlon, who had been chairman for nine years, on Oct. 1.
